Citizens Takeout Offers: What the November and December 2026 Rounds Mean for Florida Homeowners

If you insure your home with Citizens Property Insurance Corporation, there's a good chance a "takeout" letter is in your mailbox now or will be soon. Citizens' October 20, 2026 assumption date just passed, and the 2026 calendar has two more rounds before year end: November 17 and December 15. Here's a plain-English rundown of how takeouts work, who has been approved, and the dates that matter.

What a takeout is

Citizens is Florida's state-created insurer of last resort. To shrink it, the state runs a "depopulation" program: private insurers apply to the Florida Office of Insurance Regulation (OIR) to take over ("assume") selected Citizens policies. According to OIR's Take-Out Companies page, a company must show it has the financial resources and business plan to pay claims, and OIR then issues a consent order that sets how many policies it may remove and on which assumption dates.

Who is approved for the fall rounds

OIR's list of 2026 approvals, which we track on our Citizens takeouts page, shows these approvals covering the fall dates:

  • Praxis Reciprocal Exchange, approved July 17, 2026, for the October 20 round.
  • Southern Oak Insurance Company, approved July 17, 2026, for October 20, November 17 and December 15.
  • American Integrity Insurance Company, approved July 17, 2026, for October 20, November 17 and December 15. Its consent order allows an assumption of up to 36,960 policies across the referenced periods.
  • Florida Peninsula Insurance Company, approved May 15, 2026, for August 18, September 15 and October 20.

The October round was a big one. A report on Citizens' September 9 advisory committee call says about 45,000 policies were eligible for assumption, including, for the first time, more than 14,000 mobile homes.

The dates that matter

Citizens publishes a 2026 personal lines depopulation calendar for agents. For the two remaining rounds:

  • November 17 round: choice letters went out September 28. The policyholder choice deadline is November 5, 2026.
  • December 15 round: choice letters are scheduled for October 28. The choice deadline is December 4, 2026.

The calendar's notes explain what happens if you do nothing: if no choice is registered by the deadline, Citizens assigns the policy to one of the takeout companies that selected it, and if more than one company selected it, to the one with the lowest estimated premium. Policyholders who are eligible and ask to stay with Citizens get a "Remain with Citizens" confirmation notice.

What to compare before you choose

The depopulation packet includes coverage worksheets and estimated premiums for Citizens and every offer, per the same calendar notes. A few practical things to line up side by side:

  1. Premium. The packet shows Citizens' estimated renewal premium next to each offer. Citizens' own homeowners rates are moving too: its April 30 rate notice lists an average statewide change of -8.8% for homeowners multiperil policies and -5.1% for wind-only. See all tracked moves on our rate changes page.
  2. Deductibles and coverage limits. Check the hurricane deductible, dwelling limit and any endorsements, not just the price.
  3. The company itself. OIR suggests reviewing each takeout company's financial status and coverage details. Our insurer pages show how many owner-occupied homeowners policies each company reports to OIR, and you can confirm licensing at OIR Company Search.
  4. Your eligibility rules. Florida law has rules about when a takeout offer lets you stay with Citizens, generally tied to how the offer's premium compares with Citizens' renewal premium. Ask your agent or Citizens how they apply to your policy.

Who to ask

OIR encourages policyholders to talk to their agent, contact the takeout company, or call the Citizens Customer Care Center at (888) 685-1555. Agents register your choice in Citizens' system, so if you want to stay or switch, don't wait until deadline day.
